Its design suggests that the emoji is a Japanese kusudama, a decorative ball, used for various festive occasions, such as opening ceremonies, for instance.
The symbol “Confetti Ball” is included in the “Celebration symbols” subblock of the “Miscellaneous Symbols and Pictographs” block and was approved as part of Unicode version 6.0 in 2010. In 2015, it was also approved as an Emoji in version 1.0 and added to the “Event” subcategory of the “Activities” category.
