The symbol “Double Exclamation Mark” is included in the “Double punctuation for vertical text” subblock of the “General Punctuation” block and was approved as part of Unicode version 1.1 in 1993. In 2015, it was also approved as an Emoji in version 1.0 and added to the “Punctuation” subcategory of the “Symbols” category.
