Similar gestures can have different meanings depending on the situation and the context. Here a person is raising their hand 🙋 in order to greet somebody. Or perhaps, it's a school student that has the wrong answer and is willing to share their silliness with the teacher. There is a woman gesturing that she is in a shelter 🙆. In the USA it means that she's doing fine.
On the opposite, there are also gestures which always symbolize the same. Nobody uses facepalm to say "oh, I got something in my eye". Shrugging emoji never means "I'm Atlas, the titan from the Greek mythology, give me something to carry on my shoulders". And the guy keeping his arms crossed? It's not the traffic regulation he does it for.
